I finally built a small city that has no traffic issues and the layout I like. All of a sudden my city almost stopped importing stuff. I had coal plants and they all run out of materials and now industry is lacking raw materials as well. I have ZERO traffic issues in my city, only 12K population. Everything was fine and plants were working, but then it ….

That's probably why your storage is filling up, with the excess raw materials, and due to them being on "fill" (I assume) they're not taking it straight to production lines, hence processors are crying for more materials.
