I quickly gave one of the colonies closest to the FE to another empire. I actually even had to toss in 100 minerals to seal the deal. The relation went from -40 to -10 and the FE became the other empires problem. TLDR I was 1 system away from hitting their borders and it was at -40. With +100 from an embassy you can get very close..

Like the title says I'm wondering if there is a negative relationship modifier with border friction and fallen empires. They have some nice sectors on the borders of their territory but I don't want to get eaten up over a system or planet. They're not Gaia worlds or anything of that nature.
